What makes an email tool “behavioral”

A behavioral email tool sends an email because of something a person did, or didn’t do, in your product. Signing up is one trigger. Creating a first project, going quiet for a week, or visiting the pricing page twice are better ones.

Every tool below can do this. They differ in three places: how the behavior reaches the tool, how far the flows can branch, and who writes the emails. The behavioral email guide covers which signals are worth an email in the first place.

How we picked

We looked for tools a SaaS team can trigger from product behavior, not only from a list sign-up. Each one had to branch on what people do, publish its prices, and suit a product with signed-in users.

Prices were read from each vendor’s own pricing page on October 10, 2026, and features from their own docs. Behavly is our product. It’s included because it fits this question, and it gets the same strengths-and-gaps treatment as every other tool here.

Customer.io: best for multi-channel journeys

Customer.io is the most complete platform here, and the benchmark the others get measured against. Your app sends events through its SDKs, API or webhooks, or through Segment. A visual journey builder then acts on them.

Journeys branch with true/false, multi-split and random-cohort steps. Email, SMS, push, in-app, WhatsApp and LINE are all on the entry plan, so one journey can mix channels.

Where it’s strong
Every channel on the entry plan. A/B and multivariate testing on every plan. Unlimited seats. Marketing and transactional email in one place. An AI Agent, labeled beta, helps draft messages and build journeys.
Where it falls short
A $100/month floor, billed on every identified person and object, active or not. Warehouse, Salesforce and HubSpot integrations need Premium, from $1,000/month billed yearly. Someone has to wire up the events. Your team designs each journey and owns the copy.

Loops: best for simple event-triggered email

Loops is a lean email tool for SaaS. A workflow starts when a contact is added or updated, joins a list, or when an event arrives. Events come from its API or from integrations such as Segment, RudderStack and PostHog.

Workflows are built from emails, timers, audience filters, branches and experiments. That covers most onboarding and activation flows, at about half Customer.io’s price for 5,000 contacts.

Where it’s strong
Priced on subscribed contacts, with unlimited sends on paid plans and no seat fees. A real free tier. Transactional email included on paid plans. The integrations SaaS teams use, including Stripe, Zapier, Supabase and Clerk. An API, a CLI and an MCP server for developers and AI agents.
Where it falls short
Email only. No built-in AI writer is documented, so the copy is yours. Loops reacts to the events you send it, so someone still decides what to track and wires it up. Every subscribed contact counts, active or not.
Pricing
Free for your 1,000 newest contacts, up to 4,000 sends in any rolling 30 days, with a “Powered by Loops” footer. Paid from $49/month (5,000 contacts), $99 (10,000) and $199 (25,000).

Bento: best for the lowest entry price

Bento is email automation for indie and small teams. Activity comes in through a JavaScript SDK (bento.identify and bento.track) or its Events API. Flows split on tags, fields, segments or Liquid expressions.

Its assistant, Tanuki, drafts whole flows with triggers, delays, branches and emails, and writes copy in every editor. In “Ask” mode it waits for your approval before changing anything.

Where it’s strong
$29/month for 5,000 active users, counting only people who are subscribed or had an event in the last 30 days. Unlimited marketing email under fair use, and no seat fees. Tanuki is included with unlimited use. Very cheap transactional email.
Where it falls short
No free plan, only a 30-day trial. Push, SMS and WhatsApp need the $30/month Chat add-on. A/B testing is documented for broadcasts, not flows. Segment works through a destination function rather than a native app.
Pricing
$29/month up to 5,000 active users, then $0.01 per active user up to 50,000: $79 at 10,000 and $229 at 25,000. Transactional email: 100 a month free, then $5/month up to 12,500.

Behavly: best for emails written from each person’s activity

Behavly is our product, an AI agent for SaaS teams. It tracks what each signed-in user does in your product, builds the follow-up paths you describe, and writes every email from that person’s own activity.

The setup runs the other way from the tools above. Instead of waiting for events you send, one script tag on your signed-in pages records each person’s visits and clicks, merged across devices, with no identify call. Add behavly.track when you also want product actions such as project_created.

Where it’s strong
No event plan needed up front. Each email is about what that person did, not a template with their name merged in. Behavly detects groups by behavior, or you describe one in plain words. Any email step can be A/B tested, and replies arrive with the sender’s activity. You approve the emails before they go out.
Where it falls short
Email only: no SMS, push or in-app. No transactional email or newsletters. Sending through your own mailbox over IMAP/SMTP suits one-to-one volume, not bulk sends. Few integrations: no native Stripe, Segment, HubSpot or Zapier, though there’s a REST API and an MCP server. It costs more per contact than Loops or Bento, and Agents start at $79.

Userlist: best for B2B account-level email

Userlist is built for B2B SaaS, where the customer is a company with several users. It models users and companies with many-to-many relationships. So a campaign can start on what a whole account does, not only on one person.

Lifecycle, marketing and transactional email and in-app messages run from one visual builder. Data arrives through its HTTP API, libraries for JavaScript, PHP, Ruby, Rails and Laravel, or Segment and RudderStack.

Where it’s strong
The users-plus-companies data model. Email and in-app messages together, with transactional email from the Basic plan. New accounts get a 60-minute roadmapping session. Integrations with Stripe, HubSpot, Zapier, Intercom and Slack.
Where it falls short
A $149/month entry, and every user counts, active or not. Basic caps custom events at 20, and A/B split testing and conversion goals need Professional at $349/month. No SMS or push. No AI writer is described.

Encharge: best for billing-driven flows

Encharge connects straight to Stripe, Chargebee, Chargify, Paddle and Recurly. That lets billing data drive lifecycle flows without engineering work. Flows are built from triggers, filters and actions, with segments on website and email behavior and lead scoring.

There’s a catch for product behavior. Its Ingest API and event-based segments are Premium only, so product events start at $159/month ($129 billed yearly). Its Magic Writer drafts subject lines or whole emails in the editor.

Where it’s strong
Billing integrations with no code. A/B tests on a single email, a sequence or a whole flow. AI writing help in the editor. Unlimited seats and flows.
Where it falls short
Product events, Segment, HubSpot, Salesforce and transactional email all need Premium. Email only. Monthly sends are capped at 10 times your subscribers on Growth and 12 times on Premium, with overages beyond that.

Vero: best for warehouse or CDP data

Vero suits data-mature teams. Workflows react to events in real time, and segments update as events arrive. Data comes from its track API, Segment or RudderStack, or straight from Snowflake, Redshift or BigQuery, all on the entry plan.

It sends email and iOS and Android push. You can use Vero’s own sending or bring SendGrid, Mailgun or Mailjet, chosen campaign by campaign.

Where it’s strong
Priced on events and messages rather than stored profiles. Warehouse and CDP sources on the entry plan. Bring your own email provider if you want. A/B testing on both plans and unlimited seats. An MCP server lets an assistant such as Claude build audiences and draft campaigns.
Where it falls short
Starter stops at 10,000 emails and 160,000 events a month. Past that, Professional has no public price. SMS is Professional only, and in-app messages aren’t listed. No in-editor AI writer is described.

Brevo: best for SMS and email on a small budget

Brevo is a broad marketing platform for small businesses, priced mostly on email volume. Email, SMS and transactional email are on every plan. The behavioral part, marketing automation with web and event tracking, starts on Standard.

Events arrive through the Brevo tracker or its Track API. Automations use conditional splits, though splits with up to 10 branches are Professional and Enterprise only.

Where it’s strong
A free plan and a very low entry price. SMS on every plan. Transactional email included. An AI content generator from Starter. Over 150 integrations, including Stripe and Zapier.
Where it falls short
The $9 and $18 plans cap contacts at 500. WhatsApp, mobile push and extra seats need Professional at $499/month. Segment and warehouse connections are Enterprise-managed. Its focus is general small-business marketing rather than SaaS lifecycles.
